Petteri Orpo Takes Decisive Stand on Russia – Suggests Tough Measures

In a significant political development, Finnish Prime Minister Petteri Orpo expressed his frustration with the ongoing diplomatic handling of Russia, advocating for stronger actions as tensions rise across Europe.
During a meeting on Monday morning at Kesäranta, Prime Minister Petteri Orpo met with European Council President Antonio Costa to discuss support for Ukraine and current geopolitical issues. At the press conference that followed, Orpo immediately emphasized that Russia continues to pose a threat to Europe. He underscored the importance of supporting Ukraine and advocated for the use of Russia's frozen assets to aid the country. Orpo insisted that no EU member state should impede decisions related to supporting Ukraine, emphasizing the necessity of utilizing all available means, including Article 7 of the Lisbon Treaty, which allows for the suspension of a member state's voting rights in the EU Council under certain conditions.
Antonio Costa, visiting Helsinki, acknowledged the importance of such visits to understand the diverse perspectives within the EU. He outlined two clear objectives for the Union: security and competitiveness. Costa reiterated that without security, economic strength is unattainable, and without a strong economy, enhancing collective security is challenging. He recognized the unique position of Finland, sharing a border with Russia and having historical insights into the threat it poses, as being at the forefront of European defense.
The European Council President emphasized the need for defense to be a priority in the EU's 2028-2034 budget. Alongside increasing defense funding, Costa highlighted the importance of improving the utilization of these funds. He also addressed climate change, stating that while investing in defense, the EU must remain committed to the Paris Agreement goals and continue to invest in research and competitiveness.
When asked about negotiations concerning new sanctions on Russia, Costa noted that the United States is prepared to support Ukraine’s security guarantees. He mentioned the stabilization of relations with key allies in defense, trade, and support for Ukraine. Costa pointed out that Vladimir Putin has not engaged in negotiations and has instead increased attacks on Ukraine, suggesting that more pressure needs to be applied to Russia to achieve lasting peace.
In a candid moment, Costa revealed a personal connection to Finland, sharing that he has Finnish relatives, which perhaps contributes to his understanding of Finland's geopolitical stance. As the European Council President, Costa, who was elected in 2024, continues to lead discussions on major EU policies, with Prime Minister Orpo representing Finland in these crucial talks.
